The House is in session.
- The Senate is scheduled to be out of session.
- The House returns today to consider appropriations bills, its version of the NDAA, and a kids online safety bill.
- FY27 Appropriations: The House is expected to consider the National Security-State appropriations bill this week. Floor consideration was delayed last week when Rep. Luna (R-FL) and others blocked a procedural vote over the Senate’s failure to pass the SAVE America Act.
- Housing Package: House Speaker Mike Johnson (R-LA) will formally transmit the amended housing package to the President’s desk for signature today, triggering a 10-day window for action. If the President does not sign or veto the bill within that period, it will automatically become law. After Speaker Johnson spoke with President Trump last week, he indicated that he expects President Trump to ultimately sign the bill within the 10-day window.
- WRDA Bill: On Friday, June 26, the House Transportation and Infrastructure Committee released the Water Resources Development Act (WRDA) of 2026, which invests in water resources infrastructure and projects of the U.S. Army Corps of Engineers (Corps). The legislation authorizes fewer new projects but would direct the Corps to continue considering nature-based and nonstructural solutions to flooding. The bill also directs the Corps to retain a workforce capable of addressing statutory requirements. A section-by-section summary of the bill is available here. A mark-up on the WRDA bill is tentatively slated for Wednesday, July 1.
- NDAA: The House Rules Committee will meet today to consider amendments to the $1.15 trillion National Defense Authorization Act (NDAA).
- DOT Releases ATTAIN NOFO: The Department of Transportation (DOT) released its $120 million FY25-FY26 Advanced Transportation Technology and Innovation (ATTAIN) grant opportunity. The ATTAIN Competitive Grant Program will fund the deployment, installation, and operation of advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. DOT anticipates awarding approximately 20 grants, with a maximum award of $12 million. Applications are due by July 27, 2026.
- OMB Proposed Rule: Comments on the proposed OMB rule are due July 13, 2026. OMB Director Russ Vought will testify before the House Appropriations Committee on Tuesday where he is expected to receive significant questions on the proposed rule.

- NDAA: The House Rules Committee will meet to consider the FY 2027 NDAA on Monday.
- Budget: Director Russ Vought will testify before the House Appropriations Financial Services and General Government Subcommittee on Tuesday.
- Telecommunications: NTIA Administrator Arielle Roth will testify before the House Energy and Commerce Communications and Technology Subcommittee on Tuesday.
- Immigration: The House Judiciary Subcommittee on Immigration Integrity, Security, and Enforcement will hold a hearing to examine sanctuary policies on Tuesday.
- Public Lands: The House Natural Resources Subcommittee on Federal Lands will hold a hearing to discuss several pieces of public lands-related legislation on Wednesday.
- Water Infrastructure: The House Transportation & Infrastructure Committee is scheduled for a mark-up on Wednesday. The Committee is tentatively slated to mark-up the WRDA legislation.
