On September 9, the Census Bureau released a proposed rule that would move to exclude immigrants who are in the country illegally from the population totals used to determine political representation.   The Census Bureau’s proposed rule would change how the census determines who is counted for apportionment, redefine “usual residence,” expand the Bureau’s use of administrative records, and restrict which demographic questions can appear on the census form.                                                                                                                                                                               

The U.S. Conference of Mayors (USCM), along with the National League of Cities and the International City/County Management Association, is hosting a webinar on Monday, September 28 at 3:00 PM EST to review the Census Bureau’s proposed changes to the 2030 census.
