The Federal Communications Commission (FCC) is considering changes that could limit or even sunset the E-Rate Program—a critical source of funding that helps eligible libraries afford broadband and telecommunications services.

For special district libraries, E-Rate can make a significant difference in operating costs and access to connectivity. NSDA member Benbrook Library in Texas shared:

“In the past Benbrook Library has had 100% of our internet services paid for by E-Rate, which is about $12,000 in cost savings. This year (2026), we are having to pay 10% for internet—still a great deal! This will highly affect a lot of special district libraries who are able to utilize E-Rate funding. Some libraries use it for hotspot reimbursement as well.”

The FCC is seeking public comment on the future of the program, including whether its goals have been met and whether the program should continue.

Special districts have an important voice in this conversation. If your library or district benefits from E-Rate, now is the time to share your experience and explain how the program supports affordable connectivity in your community.
