2.3.26  TFG Special Report FY 2026 Appropriations

On Tuesday afternoon, the House of Representatives passed, by a vote of 217-214, the Senate-passed Consolidated Appropriations Act, 2026 (H.R. 7148), which includes the final versions of the FY26 Defense, Financial Services-General Government, Labor-HHS-Education, National Security-State, and Transportation-HUD spending bills, in addition to a two-week stopgap continuing resolution (CR) to temporarily fund the Department of Homeland Security (DHS) through Friday, February 13. 

Shortly before 5pm ET on February 3, President Donald Trump signed the package into law (P.L. 119-75), ending a four-day partial federal government shutdown which began on January 31. The enacted package includes billions of dollars in approved FY26 Community Project Funding (CPF)/Congressionally Directed Spending (CDS) requests (i.e., earmarks) submitted by Representatives and Senators in Spring 2025 under the Transportation-HUDLabor-HHS-Education, and Financial Services-General Government accounts. 

The following TFG Special Report highlights certain provisions of the eleven enacted full-year FY 2026 spending bills, funding the federal government through September 30, 2026, in addition to the version of the FY 2026 Homeland Security spending bill (H.R. 7147) passed by the House on January 22. TFG will update this Special Report once Congress passes a full-year FY 2026 Homeland Security spending bill, likely later this month.
