May 29, 2026 TFG Special Report: Surface Transportation Reauthorization (House Version)
Following a 14-hour legislative markup, the House Transportation and Infrastructure Committee approved H.R. 8870, the BUILD America 250 Act, on Friday, May 22. The bipartisan, five-year surface transportation reauthorization bill authorizes approximately $580 billion over fiscal years 2027 through 2031, investing in roads, bridges, transit, and rail. Notably, the bill represents the largest ever federal investment in bridges, establishes the first federal framework for autonomous trucking, and reforms passenger rail and highway safety programs.
The full House is expected to vote on the measure before the summer recess begins on July 23. The path to final passage before the current authorization expires on September 30, 2026, remains uncertain, with Senate action still to be determined.
